As Director General of BEUC, Monique represents 46 independent national consumer associations in 32 European countries, acting as a strong consumer voice in Brussels, ensuring that consumer interests are given weight in the development of policies and raising the visibility and effectiveness of the consumer movement through lobbying EU institutions and media contacts.


As a consumer expert and advocate, and on behalf of BEUC, Monique is a member of the Euro Retail Payments Board as well as of the European Commission’s Consumer Policy Advisory Group. She is also a member of the Advisory Group on Noncommunicable Diseases of WHO-Region Europe. Previously, she was a member of the expert group on “Online Disinformation” (2018), the expert group on “trade agreements” (2018-2019), the EU High Level Forum for the Capital Market Union (2020) and sub-group on Artificial Intelligence, Connected Products and other new Challenges in Product Safety (2020), and the European Commission’s Platform on Sustainable Finance and Expert Group High-Level Roundtable on Chemicals Strategy for Sustainability (2021-2022). She was also Vice-Chair of the European Advisory Board of the Open Society Foundations (2017-2020).


In her capacity as BEUC Director General, Monique is currently EU Co-Chair of the Transatlantic Consumer Dialogue (TACD) a network of EU and US consumer organisations, and she also represents BEUC at Consumers International, the international consumer organisation.


Apart from championing consumers’ rights, Monique’s passions/challenges are her family & cooking for friends – including delicious veggie meals.

Julia joined T&E in June 2015 and now leads its vehicles and electrification work across light and heavy-duty road transport. This includes policy and projects on car emissions and emobility, such as EU vehicle CO2 standards, sustainable batteries, and infrastructure for electric vehicles. Julia also represents T&E on the board of the Global Battery Alliance, and is an unpaid advisor to the board of Vulcan Energy Resources.

Julia previously worked as senior EU environment expert for the Mayor of London and, as an advisor to an MEP, followed legislation on renewables, energy efficiency and sustainable transport. Hailing from Latvia, Julia studied European politics and French at Goldsmiths, University of London, and holds an MSc in energy from Heriot-Watt University in Edinburgh, specialising in batteries and fuel cells. She speaks English, French, Latvian and Russian, and loves swimming and travelling in her spare time – as well as good red wine (with emphasis on oenology, not drinking, of course).

Julie Beaufils is the Secretary General of EuropeOn, the European electrical contractors’ association. Founded in 1954, EuropeOn is the voice of the professionals who “switch Europe ON” by operating electrical systems in buildings and infrastructures, including rooftop solar panels, energy management systems and electric vehicles’ charging points. Julie is also in charge of the Skills4Climate campaign, raising awareness on the shortages in skilled professionals, an issue that will considerably weigh on Europe’s ability to deliver the energy transition. Originally from France, Julie studied Public Administration at Sciences Po Paris and European affairs at King’s College London.

She is an enthusiastic educator, mentor, and communicator. Graduated in Political Science at the LUISS University of Rome, she speaks 4 foreign languages ​​(English, French, German and Spanish). After an initial experience at Indesit, thanks to which she lived between Frankfurt and Madrid for three years, she began her career at Enel in 2001 as product manager. She soon became responsible for product development, managing to implement services and rates chosen by over 2 million customers.

In 2006, following the liberalization of the energy markets, Enel split into two companies, one for the free market and one for the regulated market. On this occasion, Marilisa Partipilo first became Head of Strategy in the market division and, later Head of Retail Marketing.

In 2009 she was appointed Loyalty and Partnership Manager Director and in 2013 Head of Marketing Communications. From 2015 until March 2022, she was involved in Public Affairs and Sustainability projects, being appointed Head of all the regions of Northern Italy. Prior to joining Eurelectric, Ivan-Asen was part of the ENVI Committee team at the Socialists and Democrats Group in the European Parliament. Furthermore, he has worked extensively on various EU public affairs topics in Brussels, covering roles from energy consulting to NGO advocacy. A Bulgarian native, Ivan-Asen has studied Political Science with a focus on European affairs and environmental policy, in Sofia University and Sciences Po Paris.
